2025-2027 Immigration Levels Plan

 

Canada’s Immigration Levels Plan for 2025-2027 aims to strategically manage the flow of Temporary and Permanent Residents who contribute to the country's economic, social, and cultural landscape.

Temporary Residents

  1. Targets for temporary residents include new arrivals under one of the Temporary Worker programs:

    A. the International Mobility Program (IMP), which is a collection of streams that do NOT require Labour Market Impact Assessments (LMIA) to issue open OR closed work permits.

    B. the Temporary Foreign Worker Program (TFW Program) which is jointly administered with Employment and Social Development Canada (ESDC) and is based on employer demand to fill specific jobs when no Canadians or Permanent Residents (PRs) are available to do the work, LMIA required to issue closed work permits.

  2. And new arrivals under the International Student Program (ISP).

    Please note, the Student Direct Stream  for  legal residents of Antigua and Barbuda, Brazil, China, Colombia, Costa Rica, India, Morocco, Pakistan, Peru, Philippines, Senegal, St. Vincent and the Grenadines, Trinidad and Tobago and Vietnam closed on November 8, 2024.

    On August 26, 2024, the Francophone Minority Communities Student Pilot (FMCSP) was implemented. The FMCSP offers a Temporary to Permanent Residence pathway to French-speaking international students who are seeking to pursue post-secondary studies taught in French at participating post­secondary designated learning institutions (DLIs) located outside Quebec. Spouses or common-law partners of FMCSP-eligible students will be eligible to apply for an open Work Permit.

    Targets are not
    set for Visitors arriving with Temporary Resident Visas (TRVs) or electronic Travel Authorizations (eTAs), permit extensions, in-Canada study/work permit applications and asylum claimants. 

    On November 6, 2024 guidance was updated to indicate that multiple-entry visas issued to maximum validity are no longer considered to be the standard document. Officers may exercise their judgement in deciding whether to issue a single or multiple-entry visa and in determining the validity period.

Permanent Residents

The Federal Economic Priorities category for 2025  includes: 

  • Health care occupations

  • Trade occupations

  • French-language proficiency category. 

The categories are established each year, informed by labour market information and projections as well as input received from partners, including provinces and territories.

The overall French-speaking permanent resident admissions outside Quebec are 

  • 8.5% target in 2025, 

  • 9.5% target in 2026 and 

  • 10%  target in 2027 

of the overall Permanent Resident admissions.
